NJ Public Works Contractors: New Apprenticeship Requirements Under A4072

On September 9, Governor Sherrill signed Assembly Bill 4072 (A4072) into law.

The new law establishes requirements affecting applicable journeypersons working on New Jersey public works projects.

For electrical contractors performing public works, it is important to review your employees' apprenticeship credentials and make sure the appropriate documentation is on file.

What Does A4072 Require?

Under the new law, New Jersey public works contractors must certify to the New Jersey Department of Labor and Workforce Development that applicable journeypersons working on public works projects:

Graduated from a U.S. Department of Labor-registered apprenticeship program

Are actively employed in the trade associated with that apprenticeship

What NJ Electrical Contractors Should Do

Electrical contractors should verify that all employees who hold a New Jersey Class A Journeyman Electrician License and work on public works projects have completed a USDOL-approved Registered Electrician Apprenticeship.

Employers should also maintain documentation confirming completion of the apprenticeship program for every applicable employee.
